Miller Carlin FUNERAL HOME CREMATION SERVICE Gov. Schafer to present couple with $50,000 for turning in Kyle Bell BISMARCK, N.D. (AP) Gov.

Ed Schafer prepared to deliver a $50,000 reward check today to the Texas couple who turned in Kyle Bell, while marveling at their relaxed attitudes toward the money. "They're seemingly very reserved and calm about the whole thing," Schafer said. "I think if someone handed me a check for $50,000, I'd be jumping up and down and making a list of how to spend it." Rick Wilson, the manager of the Dallas apartment building where Bell lived for almost two months, and his wife, Mattie, are getting the reward for phoning in the tip that led to Bell's arrest. The afternoon event in Washington, D.C., was arranged by "America's Most Wanted," the Fox Kyle television network pro- Bell gram that aided in Bell's ARRESTED TEXAS capture, and the show's host, John Walsh. "I'm going to tell them I really appreciate their willingness to step forward," Schafer said early Friday.

"They really didn't even know Jeanna Jeanna about the reward. They North did this through their MURDERED IN JUNE 1993 sense of responsibility." "America's Most Wanted" featured Bell's case regularly since he escaped from a prison bus in New Mexico on Oct. 13. On last Saturday night's broadcast, the Wilsons recognized Bell as one of the apartment building's tenants. Rick Wilson called the show's tip line, and FBI agents and Dallas police arrested Bell at about 12:45 a.m.

Sunday. The show was bringing the Wilsons to Washington today to get the check personally from Schafer, and to tape a segment for inclusion in today's broadcast. The Wilsons could not be reached for comment Thursday. Schafer and his budget director, Rod Backman, have spoken to the couple to get information they needed to draft the check. Backman said "America's Most Wanted" provided the documentation needed to show that the Wilsons called in the tip.

The couple had to provide their Social Security numbers and other information to the state Office of Manage- They're seemingly very reserved and calm about the whole thing. Gov. No federal income tax must be withheld from the $50,000, although the Wilsons will eventually owe federal tax on the reward, Backman said. Texas no personal income tax, and said the Wilsons will not owe North Dakota income tax.

Bell is being held in the Dallas County jail waiting for North Dakota authorities to pick him up. He is not contesting extradition. Schafer said Friday morning that an out-of-state prison has been picked to house Bell, but he declined to give details on its location. "It is in the United States," the governor said. Tim Schuetzle, North Dakota's prison warden, said Bell will not serve his sentence in North Dakota because of his notoriety.

Bell was sentenced in September to life in prison for the June 1993 murder of Jeanna North, 11, of Fargo. InvestigaBell, a neighbor of the North family, confessed to killing Jeanna North and throwing her body into the Sheyenne River. It has never been found. When Bell was put on trial for North's murder, he was serving 40 years in prison, with 10 years suspended, for molesting two young girls. He was being sent to an Oregon prison to serve both sentences when he escaped from a prison transport bus Oct.

13 at Santa Rosa, N.M. Schuetzle said Bell's record made him a target of North Dakota inmates in early 1995, when he began serving time in the state penitentiary in Bismarck on the child molestation convictions. Bell complained that inmates threatened him, spit on him and pelted him with rocks in the prison yard. In one instance, an inmate threw buckets of ice and water through the bars of Bell's cell. Bell was given an alias and moved into the Wisconsin prison system in August 1996.
